I, for one, cannot stand what the Pistons are playing right now. And I do not even think they are tanking for the sake of it. They simply gave up on the season. Hence, my proposal would not save season like ours, but there are plenty of teams out there that are simply losing to get a better a chance in the lottery.
Well, what I have to say is nothing new, except a few twists, but I would like to stress my position is favor of a draft tournament to decide the draft order from 1 to 14.
It would simply be organized somewhat in the mold of the March Madness, with single elimination games. The winner would get the first draft. The runner-up, the second. The semifinalists, third and fourth (the worst regular season record getting the third), and so on.
What would minimize tanking would be the twists, favoring equally (or the closest to it) the teams with better and worse records during the regular season. Taking last season as an example, this would be the bracket as I envision it:
Round 1 - The best and the worst team would get a bye. The worst teams play at home.
Game 1 - Dallas (18) @ (29) Charlotte
Game 2 - Philadelphia (19) @ (28) Cleveland
Game 5 - Minnesotta (22) @ (25) Sacramento
Game 3 - Toronto (20) @ (27) Phoenix
Game 4 - Portland (21) @ (26) New Orleans
Game 6 - Detroit (23) @ (24) Washington
Losers pick from 9-14.
Round 2 - The best teams play at home.
Game 7 - Orlando (30) @ Winner Game 1
Game 8 - Winner Game 2 v. Winner Game 5
Game 9 - Winner Game 3 v. Winner Game 4
Game 10 - Winner game 6 @ (17) Utah
Losers pick from 5-8.
Round 3 - The worst team play at home.
Game 11 - Winner Game 7 v. Winner Game 8
Game 12 - Winner Game 9 v. Winner Game 10
Losers pick from 3-4.
Round 4 - The best team plays at home.
